I don't personally operate my own, but MikroTik has a full NTP server package or you can use "ntpd" on a Linux box. In another life, I used a Canopy CMM as the stratum 1 (direct GPS) source, then a couple of old Linux boxes sync'd to it and everything else to the two Linux boxes.
