Hi Halim and the others who responded.

I've now got a talking 9.04 both by following these instructions but also 
by taking a 8.04 install, speech-enabling it and then doing an in situe 
upgrade.  Whatever it takes!

I think part of my problem was that at some point in the process my sound 
was being muted and set to an inaudible level after each reboot, which 
previously it wasn't doing.  And I can't get this behaviour to stop.  I've 
tried explicitly storing sound state with alsactl store and adding 
"alsactl restore" to rc.local but that doesn't work.  Any ideas?
