Thanks for the help. Orca is now working everywhere but firefox. Not sure what is happening with that. Turns out something was not working in the sound system and a reboot fixed it.

or Ubuntu Default orca comes up and works with my braille display in some
      circumstances but there is no speech.  It does not work with even my
