A quick look suggests that #205103 is a lesser problem, concerned with slow
StartUp whereas I this report is about an unacceptable delay to ShutDown or to
Restart. The manual override of disabling Network operation to obtain
acceptable ShutDown or ReStart suggests that it could be an easy fix, but until
that has been confirmed with an Update it could be a serious mistake to make it
a duplicate of what looks like a much lesser, more easily dismissed as
unimportant problem. However, I will take a more careful look at #205103.
