I must emphasise that I am not a Linux guru, more of an expert user and retired problem solver, but #274995 was in agreement with other Alpha and Beta release reports previously made by me and since sentenced as incomplete after the formal release of Ubuntu 8.10
Right-click and De-selection of Enable (ie Disable) of my Wired Network Connection DID INDEED then allow fast ShutDown or ReStart. (For information my Gigabyte board uses a 'Realtek RTL8169/8110 family' interface.)
