I am afraid there is currently no such mode as network manager disabled. If you look at the code, all you can do is disable the grab of network manager to all devices. if you "disable", you actually only disable network manager for devices configured in /etc/network/interfaces using an iface stanza. All other devices are still handled by network manager even in this mode.
