At the moment, we are trying to make it clear that people should submit
their translations upstream manually. That's the only way it can work,
because they would have to be reviewed by upstream translation teams.
I.e. I can't submit French translation because I don't speak French well
enough to be able to review it.

As far as reuse between different Ubuntu series, that's coming soon as
part of our message-sharing implementation. However, it won't work in a
case like this because gcc-4.2 and gcc-4.3 are not directly "connected"
in any way as packages (they are just like evolution-2.25 and gnome-
panel-2.25 to software, simply "different").
