An update: I noticed, looking at my firewall log, that some packets to the nameserver were getting blocked by the firewall. On the off-chance, I switched back to my original stand-alone ufw firewall to see if that would change things - apt-get update works now! Now I need to figure out why the iptables script should have been blocking apt-get but not dig.
