I think that automated solution would be preferred, but currently manual work could be doable for the maintainers if they are just given simple, direct instructions. Ie. how to download the PO files for all languages in a single package from Launchpad (do the maintainers need some special permissions? should be given) and doing a ubuntuN release of the source package with translations included as a patch.
