I just tried rebooting with both the "acpi_backlight=vendor" kernel option and the "thinkpad_acpi brightness_enable=1" option enabled. With this combination, I can adjust the brightness in what seems to be a reasonable manner - the changes are quick and seem to cover the full brightness range with 8 levels including the minimum and maximum settings. Checking /proc/acpi/ibm/brightness seems to confirm this.
With this combination I also do not seem to have the strange plugging in/unplugging problem reported by Alex Matveev above and referenced in my previous update on this bug. Thank you for your help on this!
