Okay, I had previously marked this bug a duplicate of another request
for fingerprint reader support.
Rather, this is more of 'bug' than a feature request.
Users with encrypted-home should not be broken by their fingerprint
reader.
I've marked this as affecting PAM, as I think the fix might be somewhere
in the PAM stack, though I'm not sure where.
