Any tiff file did it - I tried about 10 different files - the problem was
unique to the settings but if there was more black than white it would
trace.  In other words a line drawing on white paper wouldn't trace, but if
you took the tiff picture, inverted the colors in GIMP then brought it back
to Inkscape it would trace.  .

Because I needed tracing, I've gone to Debian Jaunty.  One of the project's
I've been involved with - VINUX has changed from  Ubuntu to Debian because
of the pulse-audio problem with Orca.  VINUX is for sight impaired users -
it is fabulous.
