i just tried the same tiff file in Inkscape 0.46 in Debian 5.0 (Lenny - Stable) and it traces fine. I usually submit all the files when I submit bug reports in Launchpad for Ubuntu, but I don't see them for this bug.
Anyway if this is for 0.46 it works - at least on 32 bit Debian (Lenny / Stable). I don't have a 64 bit Ubuntu handy at the moment - but I have one computer in the lab that uses it - if I have time, I'll try that and report again.
