I can see that for your card there is no radio tuner set ( .radio_type =
UNSET ) . I conclude that it will only initialize one tuner so that the
address option will be ignored since only one tuner is found. If you get
only one tuner detected message

unlike me

[   23.813125] tuner 0-0060: chip found @ 0xc0 (saa7134[0])
[   23.814667] tuner 0-0063: chip found @ 0xc6 (saa7134[0])

you need to make the kernel find both tuners.

Try to add

i2c_scan=0

to saa7134.conf. This may already be enough to make it work. Check if it
finds both tuners now.
