I have this problem on my desktop - I can hear myself talking through the mic but nothing records in Sound Recorder nor does the mic work for Skype. Works when booted from LiveCD, doesn't work when booted from the hard drive. The difference AFAICT is that somewhere along the line a new sound driver was installed because when booted from the LiveCD I have only a stereo card but when booted from the hard drive I have the full 5.1 controls. My guess is that the sound driver is at fault here. How does on tell what driver is installed and possibly install a newer version.
