I think your TV (or video driver) probably reports the wrong dpi and so
the algorithms fail. This is, more likely than not, a bug in your video
driver rather than evince or poppler unless it does report the right dpi
but poppler ignores it because it doesn't correctly guess the display
port (or something like that).
I'm not familiar with xrandr but I would guess it has some functionality
for querying these sorts of things.
