I can't be 100% sure what the reporter actually wanted to report as a bug.
There seem to be two parts to it:
1) his OpenTTD does not run out-of-the-box (because it requires third party
data files)
2) the config script from the .deb returns an error for some unknown reason
The second issue is already fixed in Debian (unstable); the config (and
postinst) scripts have been removed.
The first issue is in the process of being fixed; the freely redistributable
replacements for the required graphics are already in Debian (unstable) and an
OpenTTD recommending those graphics is in Debian's NEW queue (to migrate from
contrib to main).
The main question for Ubuntu 10.04 is whether all these changes,
including a new major version of OpenTTD, get synced by the people that
maintain Ubuntu.
