Actually, it looks like the file is binary data now, and full of NULLs.
I would recommend just deleting it, and restarting ubuntuone.

This could be a sign of file system corruption. You might want to check
other files in ~/.config and under your home directory, to make sure
they haven't been turned into binary as well.
