That's how I have normally been doing it, and it resulted in the file
being overwritten.

There may be a timing issue, as I discovered when I replied to your
first question.  The file was replaced some minutes after I had
restarted CUPS.  If this is the case, perhaps the stopgap way to fix
this bug would be to update the comment near the beginning of
printers.conf to simply say "never edit this file" and explain how to
modify it through the admin interface (though the option I wanted to
remove doesn't seem to be exposed at the moment).
