Hm, testing on lucid it seems this bug is not there.

Binary package hint: apt
The apt cron job does not fetch translated package descriptions in
maverick. The LANG environment is used by default and for the cron job
that is C.
- TEST CASE:
- 1. install fresh lucid with non-english default locale
- 2. reboot login, wait until the default cron job kicks in
- 3. look at /var/lib/apt/lists/*Translation* and verify that the non-english
translations are missing
- 4. install apt from lucid-proposed
- 5. reset anacron and apt peroidoc info "rm /var/lib/apt/periodic/*" and rm
/var/spool/anacron/cron.*
- 6. repeat step 2 (including the reboot)
+ This appears to work fine in lucid, so only a maverick regression!
