It is actually already possible to upgrade from the alternate CD but not
currently from the liveCD. There are instructions how to do this on this
page http://www.ubuntu.com/getubuntu/upgrading near the bottom.

We need to clarify exactly what you have tried so far since you seem to
have tried several methods and may actually be facing several different
problems. This is what it sounds like you have done, is this correct?

1) attempted to install from CD.
Which CD did you use, the liveCD or the alternate CD?
At the first attempt the install failed at 70%

2) you then attempted to repeat the install.
You say after unplugging the network cable, did you unplug before starting the 
install or after it had already begun? It sounds like you unplugged during the 
install.

3) you made a third attempt which failed at 6%. with no network cable
plugged in at any point

According to your last comment it sounds like you made a successful
install. Is all of this correct

Whether or not you have a network cable attached really shouldn't
matter. Without log files it's difficult to figure out what's happening.
Also your later attempts have probably overwritten the earlier logs but
that doesn't matter. If you have managed to make a successful install
there should be log files in /var/log/installer. Could you attach those,
they may not help but it can't hurt.

Also, have you checked the integrity of the CD you used. If not you
should check the md5sum (see here
https://help.ubuntu.com/community/HowToMD5SUM) and run the 'check CD for
defects' test from the CD menu when you boot the CD. It's possible that
you just have a bad CD. This can occur if the CD is burned at too high a
speed, what speed did you use?
