Not sure if its a hack or a fix, but allowing udev to settle before
stopping it in init-bottom seems to do the trick.

I've modified /usr/share/initramfs-tools/scripts/init-bottom/udev
according to http://paste.ubuntu.com/679222/ and regenerated my
initre.img

I believe this is something more general wrt LVM and init as my symptoms
are different but workaround seems to fix both cases.
