Reading through the bug comments a see a common trend has begun.
A Bug is reported and the most important thing is to get it closed not to 
actually fix the problem.
This bug is not about security and it is the owner of the system that dictates 
security policy not anyone else.
It is not about a workaround that relies on a certain process or proceedure 
being followed that stops a bug occuring, such as the comments that you should 
follow the guide for ubuntu OS usage in the wiki; which incidentally says to me 
that you can run as root. I quote 
"By installing Wireshark packages non-root users won't gain rights 
automatically to capture packets. To allow non-root users to capture packets 
follow the procedure described in:"
With this stament above then root users automatically gain rights to capture 
packets, so guess what people are going to do!
Lets stop this "must close the ticket at all costs" and get an obvious bug 
FIXED!
