The upstream wireshark team has been very clear on the following points:

- running wireshark as root is a Bad Idea
- wireshark is not designed to run as root
- running wireshark as root may cause things to break; sometimes badly

If you disagree with this policy, I suggest you contact the wireshark
developers directly. As it stands, Ubuntu does not have the resources
nor the desire to carry such a major patch against wireshark, especially
when doing so would make the package inherently less secure.
