Ubuntu policy prohibits debconf prompting on the desktop as part of the
standard upgrade.  We need to figure out how to make this not break the
system without having to prompt the user about it.  (AFAICS, the proposal
above would result in prompts for any desktop system that is using NM
exclusively for network configuration - which would mean there are no auto
interfaces in /e/n/i.)
