This bug report isn't related to Gnome Shell, and I'm pretty doubtful
that it should have been converted from a question :/
Try the following:
- Use supported hardware with a driver that supports new-fangled scrolling
stuff. For example, a Synaptics touchpad
- Use an approach to scrolling that logically provides pixel-perfect
information, such as two-finger scroll.
- Try scrolling a list view in a Gtk3 application.
Not all applications do smooth scrolling yet, because it requires some
API changes. If you try Nautilus, Gedit or Rhythmbox, smooth scrolling
should work throughout. If you find that smooth scrolling definitely
does not work in those applications, and you know your hardware should
be supported, please do let us know.
