That's the gist of it, sorry to say. I think hardware support might improve in the future, but it's important to note the feature in the release notes is perhaps better described as 1:1 scrolling (with some kinetics). It is not the other kind of smooth scrolling, which is animating between scroll stops (seen in Firefox, for example).
