Same problem here: first core is always between 75% and 85%; kworker is taking this cpu under top.
With: echo workqueue:workqueue_queue_work > /sys/kernel/debug/tracing/set_event I got mainly acpi_os_execute_deferred rows. Power cord trick doesn't work for me.
