I've made some other tests to see the correlation between things.
>From what I can see:
- wake-up after suspend causes a 100% cpu usage (even if the system starts 
without the 80% cpu issue)
- the 80% cpu issue happens randomly (after shutdown or reboot, doesn't matter)
- the powercord trick works randomly
- phc-intel package is not the problem as I said before

There are issues with "service networking restart" and with evolution-
data-server but these can't be related directly with this bug.
