ok - this may require a 2 phased approach to "fixing"
first, for the quick but less-than-stellar battery performance fix would be to 
force the pm policy to "performance" 
second, would be to find the correct PM constraint to call into (a most likely 
qcomm specific kernel pm fmwk) while rendering & then remove the constraint 
when rendering is complete
