its not the cpu itself, when you force the cpu to performance, you also force the system bus to stay on. So you can have a low percentage of ram, low cpu usage, and still be going slow because the pixels aren't making it back and forth from the gpu to the ram to the screen fast enough. the test was primarily about the system bus, not the cpu
