I have same issue, With Cairo Dock I can shut down and restart from the Cairo Dock Icon, but from the top Window bar nothing happens. After an upgrade from 13.04 to 13.10, clicking on Shutdown or Reboot from the top menu result in the system initiating the halting process, without ever actually powering off.
