I could make Ubuntu 12.10, 13.04, 13.10 and even 14.04 (same goes for debian, Fedora and friends) to honour both: "vga=XXX" and gfxmode, by switching to a plain vanilla kernel compiled from scratch, enabling mostly everything as modules. Maybe someone kicked out some "deprecated" code, but did not compile the new modules needed to honour gfxmode?
