The behavior is being removed from the package in trusty. It's treated
this way because /etc/skel contains important system pre-sets, while
putting a shortcut on user's desktop should never be done by changing
the content of such a directory. Question is still open that whether we
would like to remove the desktop file when user upgrade from an older
version of ubuntukylin-default-settings?
