dnsmasq, as one can read from its description uses all in resolv.conf
found dns-servers except localhost, which is expected to be the first
entry.
As said by an other user: this package is worthless, if it behaves as
given, because nearly all local resolvers take there ustream dns-servers
from resolv.conf and this file is the glue between dhcp and the local
resolver.
If this behavour is expected and planned it is breaking the resolv chain
without adding anything in to establish it in a new way. Thus: status:
Confirmed -> Invalid is not correct. Status: Confirmed -> Wontfix would
be.
