Not an isc-dhcp bug at all.
isc-dhcp will forward all DNS servers to resolvconf, which in turn will
generate resolv.conf.
However if you read resolvconf's documentation you'll notice that in the
event where one of the resolvers is a loopback address, it won't include
any other address in the resolv.conf file.
So everything you've seen is the expected behaviour, the problem is that you
are expecting dnsmasq to magically know what upstream DNS servers to use.
