Right. This is consistent with the output of efibootmgr: BootOrder: 0002,0001,2001 This says that Windows is the first boot choice in EFI, with Ubuntu second. You can modify the boot order with: sudo efibootmgr --bootorder 0001,0002,2001 This will cause the system to boot to grub by default, and should be persistent. I don't know why your BootOrder was set differently; at install time, Ubuntu should set Ubuntu as the default.
