ExecStop=/bin/true was my first idea, but Martin rightfully pointed out, that this doesn't influence KillMode, i.e. we need KillMode=none. With that KillMode setting, I think we can actually drop ExecStop=/bin/true, so what remains is
KillMode=none systemd has a final killing spree, before it unmounts the file systems and I don't think dbus needs to do something special on stop?
