I finally figured it all out. The camera was on a 'USB 3' bus which is
handled completely differently (and god knows where) than the rest of
USB.  That's why I couldn't get to it in terminal. On top of that I
misread the camera manual and missed that it uses 30 fps for 1280x720 so
the fps was correct. I had the wrong default frame rate in my editor so
it was getting all screwed up. So that's it, there is no bug.
