I have the same problem, using a Huawei E173 under Ubuntu 15.10.

I confirm that connections remain editable before reboot, when created
through nm-applet. This works both for those created using 'Edit
Connections' as for those created using the "New Mobile Broadband
connection" menu item (menu item of nm-applet showing up when modem is
registered, without any existing configured connections).

Two other observations: 
1. When I create a new connection using "New Mobile Broadband connection", and 
edit it immediately afterwards, I don't see any APN configured. As the 
connection works, I nevertheless assume that this information is somehow 
available to NetworkManager. 
2. System Settings -> Network -> Mobile Broadband -> Add new connection: 
nothing happens
