The Ubuntu Desktop Team discussed this bug today. It is too late in
Ubuntu 17.10's release cycle to make this change since it will break
translations for these strings for all languages, and many of those
languages would end up untranslated for 17.10.
We can make this change early in 18.04's release cycle. I apologize for
the inconvenience.
