Could you please check what version of update-manager-core you have instaleld?
It should be 0.59.25 from feisty-updates. If you are up-to-date, I would be
interessed if it helps if you run:
$ sudo do-release-upgrade -m server
(this should be the default, but it seems to be not set for your upgrade for
some reason)
