The versions you mention don't match those in the ubuntu archive. I
suspect this bug is yet another symptom of bug #1751005, and if so
updating to the latest version in artful-updates
(1:5.4.5-0ubuntu0.17.10.4) should solve your issue.
Can you please make sure your system is fully up-to-date, then see if
the bug is still valid, and if so please paste the output of that
command:
apt policy libreoffice-common
If not, please let us know and mark the bug invalid. Thanks!
