I dont believe this is a cloud-init issue provided that cloud-init seems
to not run networking on reboots, and networking is disabled:
ubuntu@maas00:/etc/cloud/cloud.cfg.d$ cat
curtin-disable-cloudinit-networking.cfg
network: {config: disabled}
