Hello, I was using an old VGA cable I found at home. I probably wasn't connected while reporting the bug, sorry. But I also thought it could be an hardware fault, until I found out it can somehow be fixed. During my last tries I decide to retry with the second pc (which was the one kind of fine using Windows) but this time I booted with an Ubuntu Live Boot usb drive (same distro 19.04 used during the install). To my surprised: -the black screen minutes-long wait that I experience in the first pc was non-existent -the blue-ish filter effect was still there but I randomly fixed.
I tweaked with the background using the preinstalled wallpapers. After changing from the original Disco Dingo to the white DD pic I switched back to the original DD pic... To my surprise this simply fixed the issue in the Live Boot (LOL).
