+ Found that I was not using the latest BIOS (fwupdmgr in 16.04 OEM image
+ is not working anymore and it was impossible to boot into 19.04 to run
+ it...). Finally got my hands on BIOS v1.14 published in May 2019 and it
+ seems it addresses an issue with Linux booting:
+
+ - Fixed a potential issue with binary image measurement using the Linux UEFI
shim boot loader. (from v1.11 changelog:
https://www.dell.com/support/home/tw/en/twdhs1/drivers/driversdetails?driverid=h3n5f&oscode=biosa&productcode=inspiron-13-7370-laptop)
+ - Fixed an issue with Secure Boot Option ROM signature verification. (from
v1.13.1 changelog:
https://www.dell.com/support/home/tw/en/twdhs1/drivers/driversdetails?driverid=my4n2&oscode=biosa&productcode=inspiron-13-7370-laptop)

=====[Edit July 2nd, 08:06UTC]=====
Trying to boot from a 18.04.2 live USB or 19.04 live USB exhibits the
same kind of issue, no matter if Secure Boot is enabled or not in the
BIOS.
No matter Secure Boot is enabled or not in the BIOS, I briefly see
"Booting in insecure mode", then "error: file /boot/ not found" before
showing GRUB menu.
I tried the 16.04 OEM image and it works reliably. I can install it and
once installed, I can boot into the system 10 times out of 10.
=====[Original Description]=====
Device: Dell Inspiron 7370
BIOS: 1.2.0
This device was certified with 16.04:
https://certification.ubuntu.com/hardware/201704-25503/
I installed Ubuntu 19.04 and although it installed properly, about 50%
of the time, the device won't boot at all. I need to shut it down and
restart it.
Steps to reproduce
------------------
In the BIOS, make sure
- SATA mode is set to AHCI
- Secure Boot is enabled
1. Install Ubuntu 19.04 stock. I selected the following options:
- Erase disk and install Ubuntu
- Full disk encryption
- Minimal install
- Install 3rd party drivers (this requires to enroll MOK key at the next
reboot using a password)
2. After installation, boot into Ubuntu.
Expected results
----------------
The device boots up Ubuntu reliably.
Actual results
--------------
About 50% of the time, the screen remains dark purple and nohting moves.
I have to manually shut it down and re-start it until it ends up booting
Ubuntu.
It looks like it stops at step:
"Loading initial ramdisk..."
Failure rate
------------
I booted 22 times. It failed to boot 13 times and booted up properly 9 times.
-> failure rate = 59 %
