I've reverted my split of the nobt/bt files on the boot partition for a
couple of reasons. Firstly the pibootctl utility (for manipulating
syscfg.txt) turned out rather more generic than I'd expected - it
doesn't need that simplistic split any more (incidentally, do feel free
to go and give it a try - the PPA is
https://launchpad.net/~waveform/+archive/ubuntu/pibootctl).
Secondly, there were several comments on IRC and the forums indicating
people were confused that the kernel command line wasn't in cmdline.txt
as it is on Raspbian, which just made it all the more preferable to
remove the split.
So, there's no more btcfg.txt, nobtcfg.txt (such changes will be managed
in syscfg.txt by pibootctl), nor btcmd.txt, nobtcmd.txt. These are now
simply cmdline.txt (which is basically the former nobtcmd.txt), and both
serial and bluetooth will be enabled by default on focal.
