k, that makes sense, in comment #8 you wrote 'I installed ksh2020 with
the usual command: sudo apt install ksh2020'

but that command gives a 'package not found' error here since this
package name doesn't exist in Ubuntu

installing ksh on a focal system correcting adds /usr/bin/ksh2020 to
/etc/shells here though

ok, still it feels like a bug could be reported against 'ksh' if you can
reproduce the issue of having /etc/shells not correclty updated after
installation

the fact that SystemAccounts= isn't reconsidered is unfortunate, I will
still raise it upstream to know if that's by design
