I Focal we had:
--no-stop-on-upgrade --no-restart-after-upgrade
In Hirsute we have
--no-also --no-stop-on-upgrade

This was always tricky and only really finally resolved via after some
other changes made it even worse. But on backport that does not work out
exactly the same as shown here.

The magic handling of sockets and services seems to fail due to compat level 
change.
Maybe for the backports we need to re-add --no-restart-after-upgrade for compat 
level 12.
