I can reproduce the issue inside a Plucky LXD container, by adding your
configuration snippet to /etc/unbound/unbound.conf:
server:
interface: 127.0.0.1@5003
interface: 10.1.2.3@5003
The "No DNS servers specified, refusing operation" error message seems to be
originating from systemd-resolved's resolvconf-compat.c
So I think this is a valid bug report. Would you mind preparing a patch
for your suggested solution in the debian/unbound-helper file? Or
alternatively, forward the bug report to the corresponding Debian
maintainer?
